수도권은 통합하지 않고도 잘만 살아갑니다. 소수의 생각으로 통합이란 아젠다가 나타난 것도 문제입니다.

그 때부터 해당 아젠다가 서서히 나타나기 시작한 것으로 보입니다. 그 전에는 일부 세력의 희망사항 정도로만 여겨지던 부분이
두 광역자치단체장이 서로 이야기를 주고 받았다는 것만으로 이런 어처구니 없는 상황이 진행되는 것인데..
여기서 첫번째 문제는 뜬금없이 두 광역자치단체장들이 거의 동시에 노래하기 시작했다는 것입니다.
이것이 뭐 동네아이들이 놀이할때 규칙정하는 것도 아니고
지역구성원들 간의 엄청난 논의와 공감대가 생성되고도 쉽게 꺼낼 수 없는 이야기인데
마치 기다렸다는 듯이 한 자치단체장이 제안하고, 해당 제안에 대한 심사숙고의 기간도 거치지 않고
단 몇일만에 또다른 한 자치단체장이 제안을 받아들이는 모습을 보였다는 것부터 걱정이 될 수 밖에 없습니다.
두번째 문제는 일의 추진 과정이 납득이 되지 않는 것입니다.
통합을 추진하려면 먼저 대구광역시민들이 정말 통합을 원하는 지를 알아야하는 하고, 이를 정확히 아는 방법은 '주민투표'를 통해 파악해보는 것입니다.
그 결과 통합에 과반수 이상 찬성한다면... 다음에 만들어지는 것이 바로 지금의 '대구경북행정통합 공론화 위원회'여야 합니다.
그런데 지금의 상황은 대구광역시민들의 의사는 파악하지도 않고 위원회부터 출범합니다.
이는 답을 정해놓고 시작하는 것 같다는 느낌밖에 안 듭니다.
이것이 대구경북에서 나타나고 있는 주요 의사결정의 형식이라는 것이고, 이것이 문제라고 생각합니다.
답은 정해놓았다. 대구국제공항 이전 사업도 마찬가지이죠, 대구국제공항을 이전하려면 대구국제공항의 최다 이용객인 대구광역시민들을 대상으로 한
대구국제공항 이전 찬성 또는 반대를 표하는 주민투표를 마땅히 시행부터 하고 이후에 만약 이전을 찬성하는 대구광역시민이 더 많다면 그때부터
공항이전에 대한 절차를 진행해야하는데
지금의 모습은 목표는 정해놓았어요(대구국제공항 이전) 그런데 그 전에 그 목표를 정할때 정말 대구광역시민이 그 안을 선택했느냐는 것이죠?
대구광역시민 중 누가 대구국제공항 이전 찬성의견을 던졌는지? 과연 과반수이상의 찬성이었는지 알 수가 없잖아요
왜 대구광역시민들의 의사를 주민투표로 묻지않는 것이죠? 소위 이전후보지로 거론되던 군위군과 의성군은 작년 1월에 별도로 주민투표를 했었잖아요
그런데 대구는 왜 시행하지 않았습니까? 2018년 지방선거도 있었고, 2020년 국회의원 선거때 대구광역시민은 투표용지 한장만 더 인쇄하면
추가비용을 최소화하면서 실시할 수 있었고, 당시 시민단체들도 주민투표를 요구했었는데 이를 왜 묵살했었는지 너무 궁금합니다.
대구광역시는 중요한 결정을 시민들과 같이 하지 않는 나쁜 습관을 가진듯 합니다.
셋째로 통합을 하면 과연 대구경북의 경제가 좋아질까요? 라는 생각입니다.
통합이 되지 않아 지역발전이 어렵다면, 제가 볼때 제일 상황이 나빠야하는 곳은
수도권일 것입니다.
수도권은 서울특별시, 인천광역시, 경기도로 나뉘어져 있으니까요, 그리고 경기도는 통상 경기북도와 경기남도로 생각하기도 하지요
하지만 이렇게 여러조각으로 나누어져 있어도 수도권은 우리나라 최고의 지역이 되고 나날이 발전하고 있잖아요
결국 이렇게 된 것은 정치논리와 각 지자체별로 지역발전을 위해 노력하는 정도의 차이라고 생각합니다.
넷째 저는 대구에서 태어나 유아시절을 경북에서 보내고 대구가 직할시가 되던해 다시 대구로 들어와서 현재까지 40여년을 대구에서 살고 있습니다.
저는 이 생활이 불편하지 않습니다. 강산이 네번이나 변했습니다. 지금의 모습이 딱 맞습니다.
오히려 지금의 시도가 불편합니다.
시민들의 의사도 파악하지 않은 상태에서 이야기하는 것 문제가 많습니다.
